West Lothian has a wide range of business parks, and both traditional and modern industrial estates located throughout the county.
A key element of West Lothians popularity as a business location has been the confidence shown in the area by the private sector, which has invested heavily in office development. Office provision caters for a whole spectrum of business sizes, from small business start-ups to the corporate end of the market. Serviced office facilities, business centres, suites and stand alone developments are available. Livingston town centre is a focus for office accommodation.
The Almondvale Business Park offers high specification, self-contained office space of around 3,000 to 5,000 sq.m, close to the Town Centre. HSBC and the Scottish Government are among those who have found space at Almondvale suited to their needs. Now owned by Cala Properties Ltd, the Business Park's masterplan allows for a further 15,000 sq.m in a minimum of three self contained blocks. Also in Livingston town centre is the Hub, at the west end of Almondvale Boulevard, where a hotel and restaurant development will be complemented by up to 10,000 sq.m of office space.
The smaller end of the market complements such prestigious projects and there is strong demand for self contained units of 200 to 500 sq.m. Locations such as Quarrywood Court and Fairways Business Park in Livingston have had strong support from local developers, and provide business occupiers with good quality space, as well as their own front door.
The Alba, Kirkton and Eliburn Campuses in Livingston are the principal focus for technology based businesses, offering a variety of development opportunities and existing properties in a high quality environment. The Alba Campus is one of Livingston's premier office locations, and is home to hte Alba Innovative Centre. Kirkton has a mix of office, R&D, and both light and general industrial users (Planning Use Classes 4 and 5), while Eliburn, situated just to the north of Kirkton and seen as its logical future extension is seeing the first phases of development.
Modern industrial estates, like Oakbank Park and Starlaw Park – brought forward during the last 10 years – also offer a high quality environment which has proved attractive to technology based manufacturers, with scope for a broader range of uses, including storage and distribution (Class 6).
More traditional estates, often associated with West Lothian’s larger settlements, have provided a strong employment base for the last three decades. East Mains at Broxburn, Whitehill at Bathgate, and Mill Road at Linlithgow are examples of the opportunity that exists across the county.
Development continues as part of the Heartlands redevelopment at Whitburn, a substantial new allocation with direct motorway access will come forward over the next two years.
J4M8 to the west of Bathgate is a major location for Logistics and Distribution and the Riddochhil rehabilitation scheme will extend both J4M8 and Whitehill Industrial Estate.
