Development Projects

Artists Impression of Heartlands Development West Lothian is attracting millions of pounds of private and public sector funding for projects that aim to regenerate brownfield sites, transform transport links and expand retail, residential and industrial facilities. Click on the headings below to find out more about some of the exciting projects that are helping West Lothian to be the fastest growing region of Scotland.
 

Regeneration

Heartlands Redevelopment - Polkemmet Colliery
The Heartlands Development involves the rehabilitation of the Polkemmet Colliery site near Whitburn. The site will be excavated, by opencast methods and then reinstated with a new Business Park, 2,000 houses and two championship golf courses. There is also proposed to be a new junction with the M8 Motorway.

Wester Inch - Bathgate
The Wester Inch brownfield development on the site of the former British Leyland truck factory is being redeveloped as a new urban community for Bathgate. Planning consent was granted on the scheme in 2002 and work on the site commenced in 2003.

Riddochhill Bing - Blackburn
An ambitious scheme is in the pipeline to clean up the contaminated former colliery site of Riddochhill Bing near Blackburn in West Lothian. The council owns 40ha of land at Riddochhill and it will contribute £380,000 from the contaminated land budget towards the scheme. The estimated cost of the development, including rehabilitation and site servicing, is £8-10 million.

Transport

Airdrie - Bathgate Rail Link
The new Airdrie to Bathgate rail line is intended to link communities between Edinburgh and Glasgow with the centres of both cities, and received unanimous support in the Scottish Parliament in March 2007, reaffirming MSPs' backing for the project and the benefits it will bring.

A8 - M8 Motorway Upgrade
Road connections from West Lothian to Glasgow and southwards to the M74 and England are to be improved. The section of A8 from Ballieston to Newhouse that is currently dual carriageway will be upgraded to dual three-lane equivalent motorway standard.

A8000 Upgrade
Work has begun to transform the road connections between West Lothian and Fife through the A8000 Upgrade. £24 million of Scottish Executive funding has been approved to upgrade the road between the Forth Road Bridge and the M9 Spur at Kirkliston.

Fastlink
The Fastlink Project improved the A899 Livingston Road for all road users to allow for the introduction of a new high quality bus service, initially providing regular services between Livingston and Edinburgh.

Edinburgh Airport
Edinburgh Airport has outlined plans to deal with anticipated dramatic growth. A masterplan has been published outlining how the airport might develop between now and 2030. Plans have also been published to improve public transport links to the airport.

West Edinburgh Park and Ride
In September 2005 City of Edinburgh Council two new Park and Ride sites to the west of Edinburgh at Ingliston and Hermiston. Parking is free and both sites include staffed terminal buildings, CCTV and toilets.

Retail

Almondvale Centre Expansion
The Almondvale Centre is currently undergoing a major expansion with an investment of £90 million. The new shopping centre extension to be known as "The Elements" includes 350,000 sq ft of additional retail space in Livingston (current space 1.2 million sq ft) 25,000 sq ft of leisure space including new restaurants and a new multi-storey car park with over 1,500 spaces.

Bathgate Town Centre
Bathgate offers a traditional town centre shopping experience with a wide range locally owned, family run businesses. The council has recently completed environmental improvements that have created a safe and pleasant environment for pedestrians and road users to enjoy the town centre in Bathgate.

Business Parks

J4M8 Logistics Park
As the name suggests J4M8 Distribution Park enjoys immediate access from the M8, Edinburgh to Glasgow motorway, at junction 4 – due south of Bathgate and approximately 20 miles west of Edinburgh.

Community

New Civic Centre in Livingston
A new Civic Centre is planned to be built in Livingston town centre. West Lothian Council, Lothian & Borders Police, the Scottish Court Service and the Procurator Fiscal service are working in partnership on the proposed £53million project – that would be the first of its type in the United Kingdom.

Blackburn House Creative Industries Centre
Blackburn House is set to become a production centre for creative industries SMEs, providing a supportive and creative environment, akin to a specialist incubator unit.

Caputhall Waste Management and Recycling Centre
It is planned to develop a site at Caputhall, Deans Industrial Estate in Livingston as a Waste Management Centre which could be operational by 2010. It will be a modern facility, aimed at imcreasing the amount of household waste that can be recycled.
