Licensing

A number of businesses require operator's licences and/or employee licences from the council to operate to ensure public safety.

Several different council services issue licenses to businesses and their contact details can be found below.

The Licensing Service issues licenses for:

  • Cinema
  • Civil Marriages
  • Fruit machines (but not in hotels or public houses)
  • Game and venison dealers
  • Indoor sports entertainment
  • Itinerant  Metal dealers

  • Second hand dealers - motor vehicles

  • Taxi/Private Hire Car Driver
  • Venue for Civil Wedding Ceremony
  • Wheeled Bin Cleaners (Operator/Employee)
  • Window Cleaners

The Environmental Health service issues licenses to businesses involved in:

  • animal boarding
  • dog breeding
  • pet shops
  • dangerous wild animals
  • riding establishments
  • zoos
  • houses in multiple occupation (HMOs)
  • caravan sites
  • feed hygiene regulations (most farms)

The West Lothian Licensing Board issues licenses to businesses involved in the sale of alcohol

The Trading standards service issues licenses to businesses involved in:

  • storage of petroleum
  • storage of poisons
  • storage of explosives i.e. fireworks

Other licenses
A variety of other business licenses may be required. Businesses who play music require licenses from the PPL and the PRS. Waste Management businesses and those discharging liquids require licences from SEPA.

Service Standards

We will do the following:

  • Provide all documents and assistance needed to make an application, including information about procedures and fees;
  • Provide a receipt for your application fee, either immediately if the application is made in person, or within 3 working days if the application is made by post;
  • Provide an acknowledgement advising that your application has been received;
  • Invite comments on your application, where required, from other Council services and outside agencies, such as the Police, within 1 working day of the date of acknowledgement that your application has been received;
  • Contact you within 3 working days if any problems come to light with your application;
  • Issue your licence within 4 weeks of its being lodged with the Council provided it presents no problems;
  • Inform you of any objection(s) to your application and of the date, time and place of the Licensing sub-committee meeting where your application will be considered. We will give you at least 7 days notice and explain your rights to attend or to be represented at the meeting. We will also give you a copy of any objection(s) received in connection with your application. Note: Licensing Sub-Committee meetings are normally held every 6 weeks;
  • Issue your licence/permission within 3 working days of its approval;
  • Inform you in writing within 5 working days of the decision being made if your application is refused, giving the reasons for refusal.

Complaints, Comments and Compliments

If you are unhappy with the service or we have not done something we said we would, please let us know. Problems can arise without our knowledge so we welcome the opportunity to put matters right. We also like to hear when a service is delivered well. In both cases, we value your opinion!

In the first instance we would ask you to follow Financial Management's own complaints procedure . Most problems can be dealt with quickly by people closest to the situation

If you are unhappy with Financial Management's response then you can escalate your complaint through the council's formal procedures by downloading a "Points of View" leaflet.
