Under the recent Waste Electrical and Electronic Equipment (WEEE) Directive, producers will be made responsible for WEEE and from January 2006, producers must finance collection of WEEE, meet recovery/recycling targets and finance the waste of products put on market before then. Given the cost implications,
logistics firms and recyclers who can assist manufacturers to shave costs and remain competitive are likely to be major beneficiaries of the changes. West Lothian based businesses are ideally placed to play a major role in the handling of electronic waste. In the heart of Scotland’s Silicon Glen, West Lothian’s strengths as an ideal location for companies reviewing sites where they can develop reverse logistics and electronics recycling operations, while working with key local and regional players, means that the area is taking WEEE very seriously. The state-of-the-art ‘J4M8’ distribution centre and plans for a new business park with a focus on reverse logistics, also located off the M8 motorway linking Edinburgh and Glasgow, make West Lothian the logical place to site a logistics or recycling facility. The Heartlands Business Park project – backed by West Lothian Council and Ecosse Regeneration Ltd – aims to provide a strategic supply of serviced plots for SMEs. The proposed first phase is a 20,000 sq ft multi-occupancy business centre at Whitburn targeting electronics recyclers, due to come on stream in late 2007. A new motorway junction is also proposed with a dual carriageway link to the business park.
