The Future of Recycling in West Lothian
Scotland is producing increasing amounts of waste, the majority of which is buried in landfills. The European Union Landfill Directive on Waste has set increasingly stringent targets to achieve up to 2020 for the diversion of waste from landfill, and along with every local authority in Scotland, West Lothian Council
must achieve these targets.Plans are therefore afoot to develop a site at Caputhall, Deans Industrial Estate in Livingston as a Waste Management Centre which could be operational by 2010. The planning permission gained would allow the site to either be operated solely by the Council or in partnership with a specialist waste management company. The Waste Management Centre will be a modern facility, which will appear like any other factory. Raw material, or waste, is delivered into an enclosed building, it is processed and a product is produced and transported elsewhere. West Lothian Council is looking at the different types of plant or machinery that may be installed at Caputhall to treat the waste. However, there are no plans to incinerate the waste and nothing will be permanently deposited on the site. The Centre will house two areas. A front end Materials Recycling Facility (MRF) will accept, sort and bale recyclates from household blue bins, and the second area will treat the residual waste from householders’ grey bins. The Caputhall site would also provide an education facility and Community Recycling Centre for use by both householders and commercial customers, offering the full range of recycling opportunities.
