Council Property

Image of Westerton House

West Lothian Council is a major owner of property for business and industry throughout the county, with a portfolio of over 500 premises.

Business starter units from 28 sq.m (300 sq.ft), that are suitable for a variety of light industrial and office uses, have been developed in most of West Lothian's main settlements. Similarly the council can provide small industrial units from 90 to 180 sq.m (c 1000 to 2000 sq.ft) at more than a dozen locations throughout the county. Units are offered on monthly "easy in easy out" leases providing businesses with the flexibility to respond quickly to their changing accommodation needs. (Existing tenants can access a copy of our Tenants Handbook).  You can also see an example of our Standard Terms and Conditions of Lease.  Prospective tenants who want to know how to lease an Industrial Unit from the Council can find out how in our Guide to Leasing a Property.

The council also owns larger industrial units up to c3000 sq.m available on rull repairing and insuring terms - lease lengths are negotiable. Office accommodation is also available on similar terms. Suites in multi-storey blocks in Livingston town centre; modern self-contained blocks within walking distance of central Livingston; and small offices in the county's larger towns offer businesses a range of choice.

The Council owns in excess of 100 shops distributed throughout the towns in West Lothian. Some shops are in prime locations whilst others form part of a parade of shops. They vary in size from about 19.90 sq. m (215 sq. ft) upwards. They are let on full repairing and insuring leases. The period of lease is negotiable but one-year leases are the minimum.

For a full picture of what is currently available use our comprehensive search facility, selecting West Lothian Council in the "Agent" box.  Prospective tenants shoud complete our Application Form to Lease Commercial or Industrial Property.

The council's property portfolio is handled by its Property Management and Development unit, which also takes a proactive role in the preparation of employment land, and the provision of new premises - often in partnership with the private sector. If the council is unable to find suitable premises for your business from within its portfolio, we will be pleased to help you to explore alternative ways of meeting your needs.

In addition to managing and developing business property, Property Management and Development provides a broad range of professional services to the council - including the disposal of residential development opportunities.
