West Lothian Council subscribes to the Scottish Government’s eProcurement Scotl@nd (ePS) programme and has been using the service since 13 September 2002. The ePS service provides a set of tools that gives buyers and suppliers a common technical platform for both tendering and transacting and brings together local government, the NHS and central government in Scotland. eSourcing Scotland allows our buyers to carry out the full range of tender exercises – from simple requests for quotations to fully compliant EU Directive procedures. West Lothian Council understand that completing tender documents for multiple Public Sector organisations is a very paper intensive and a time consuming task. By using the eSourcing service you can eliminate nearly all of the paperwork and cut the time you spend on completing tender documents. An internet connection is all that’s required for you to take part in eSourcing. With an increased focus on sustainable procurement, West Lothian Council intend to maximise the use of this facility where possible. West Lothian Council also uses the eProcurement Scotland’s system, PECOS (Professional Electronic Commerce Online System) to support the full purchase to pay (P2P) process. PECOS enables orders to be created, approved and transmitted to suppliers electronically by e-mail, automated fax or directly into your back office systems.
