Construction Consultancy Contracts

West Lothian Council procured approximately £2m worth of consultancy services related to construction projects.

Where appropriate professional services commisions will be subject to European Union procurement legilsation which requires the council to advertise in the Official Journal of the European Union (OJEU) for expressions of interest.

Projects which do not exceed the OJEU financial threshold (currently approx. £150,000) will be procured throughout a traditional tendering system in accordance with the Council's Standing Orders for the procurement of Consultancy Services for Construction Works. The evaluation process includes a 70% quality and 30% cost assessment for this type of service.

To comply with the Council's Standing Orders consultants must be registered on Constructionline.

Construction Works Contracts

West Lothian Council has recently procured in excess of £60million worth of construction contracts which included the major refurbishment of 3 of our secondary schools totalling over £50million, a new swimming pool (over £7million) and a number of smaller extensions and refurbishments of schools in West Lothian.

Where appropriate projects will be subject to European Union procurement legislation which requires the Council to advertise in the Official Journal of the European Union (OJEU) for expression of interest. Projects which do not exceed the OJEU financial threshold (currently approx. £3.6m) will be procured through a traditional tendering system in accordance with the Council's Standing Orders for procurement of Construction Works Contracts.

To comply with the Council's Standing Orders, contracting organisations wishing to be considered for any Council contract must be registered on Constructionline and be CHAS approved.

Capital Programme

The Capital Programme provides a list of the Council's construction related projects for the next five years.
