Purchasing Services Team

Purchasing Services is a Council wide support service whose principal activity is to satisfy the supply and service needs of West Lothian Council by obtaining the most competitive prices available supported by the most advantageous terms and conditions possible.

This principal activity is achieved by securing supplies and services of the right quality, in the right quantity, at the right time, at the right price, from the right source, to be delivered as and when required.

Purchasing Services currently administer a total of 112 Contracts, which cover a comprehensive range of products and services to an approximate value of £28.9 million. The main activities of the section include the following:
  • To set up supply and service contracts.
  • To source goods that do not appear on the supply and services contracts.
  • To ensure compliance with all applicable UK and European procurement regulations and ensure all purchasing activity complies with the Standing Orders of the Council.
  • To provide easily understood purchasing procedures, which allow purchases to be made with the minimum of effort.
Purchasing Services report to the Head of Finance - Alan Logan and are based at West Lothian House, Almondvale Boulevard, Livingston. EH54 6QG.
